The Highland County Fair kicks off this weekend. Tom Horst is a former Highland County Commissioner and current volunteer with the Highland County Sheriff's Office, says opening ceremonies take place on Saturday.
Horst says this year's fair will remember long-time fair board member, Kathy DeRose, who passed away in December at the age of 64.
