Nearly half of the state's money is spent on health and human services. Medicaid makes up a big part of that and it's something Greg Lawson with the Buckeye Institute thinks has to be dealt with.

Education is next at 37 percent.

The bulk of the state's funds go to the largest counties, but when you break it down per capita, rural southeastern Ohio counties top the list.

Per capita spending between $2,800 to $5,100 is being seen for Fayette, Highland, Clinton and Ross counties. Pickaway ranged between $2,200 and $2,800.
