An Ohio House committee has added several amendments to a mid-budget spending bill.

One amendments makes it clear that college athletes are not employees under state law. The move comes after a decision last month by a regional director of the National Labor Relations Board involving the Northwestern football team. The ruling said that full scholarship players can be considered employees and thus have the right to form a union.

Another of the amendments would dock a county 10 percent of their Local Government Fund state funding if they don't follow an absentee ballot law that would only allow the Secretary of State's office to send out ballot request forms to voters. Cuyahoga County Executive Ed FitzGerald has asked his county council to approve mailing out ballots on their own, regardless of what the state does.

Democrats are calling the move, blackmail.

The House Finance Committee is expected to vote on the measure Tuesday. That would send it to the full House for a vote.
